Set against the rugged backdrop of 1996 in the Theni region, Kombuseevi follows the lives of Rokkapuli and Pandi, two men displaced from their ancestral land by the construction of the Vaigai Dam. Struggling with the loss of their livelihood and mounting debts, the duo transforms into "ruffian-messiahs," engaging in the illegal marijuana trade and explosive-making to safeguard their village's future.
