On a snowy Christmas Eve, Casey Smallwood is released from prison after a ten-year sentence for underage drinking, only to find himself trapped on a train headed for Washington, D.C. that is hijacked by domestic terrorists. However, the true threat lies in the terrorists' secret weapon: a pack of highly-intelligent, government-trained killer raccoons and a raccoon-controlled military laser satellite. This wild action-comedy parody, heavily spoofing films like Under Siege 2 and Die Hard, follows Casey as he teams up with a train porter to take down the furry insurgents and save the capital from a biological and ballistic holiday disaster.
