Serving as a prequel to the 2017 hit Mufti, the film explores the origin story of Bhairathi Ranagal, tracing his evolution from a principled, law-abiding lawyer to the formidable and revered crime boss of Ronapura. The narrative begins with a young Bhairathi taking extreme measures to solve his village's water crisis, leading to a juvenile sentence where he instead dedicates himself to legal education. Upon his release, he attempts to use the judicial system to combat the ruthless industrialist Parande and his illegal mining mafia. However, when the corrupt legal framework fails to deliver justice for the exploited workers and stolen lands, Bhairathi is forced to abandon the courtroom and embrace a life of power and extrajudicial authority to protect his people.
